Colored image with five countries represented by officers - France ("F"), Austria ("O"), England ("E"), Russia ("R"), and Prussia ("P") at a harbor, surrounded by a crowd of people with visible skeletons, with a background of a crowded street with a burning building. The officers surround a small man in blue with a tall black hat, seated on a large fish with wheels attached. Kessels sitting on a whale on wheels ; around him are the members of the congress: a Prussian , Russian, Austrian, Englishman and a Frenchman . Other copies of this cartoon bear the caption "De walvisch-leider. Charade-Zullen de rebellen de proef doorstaan?" , which is missing here. Refers to the Belgian insurrection in 1830-31. At his court-martial, Kessels was accused of favoring the accession of the Prince of Orange to the new Belgian throne, a proposal made by the Great Powers-Prussia, Russia, Austria, England, and France. Kessels is here shown plotting with the Powers, and in the background are his emaciated soldiers, whom he was supposed to have defrauded of their pay.
